Cinax iFilmedit doesn't work even with VideoCD option checked. Edited MPEG file plays back fine on computer but after burning to VCD, the VCD plays back with audio stutter and lag on VCD player(I've tried on 2 different players). Only after reencoding with XING, can the VCD play back perfectly.

Cinax IFilmEdit 1.4 can do the job well. I've been used it to edit VCD compliant files and EZCD Creator 3.0 to burn the disks, and no problem.
