3.A. FEMA IS DRAFTING A DOMESTIC Y2K OPERATIONS SUPPLEMENT TO THE
FEDERAL RESPONSE PLAN (FRP). (TO BE PUBLISHED DECEMBER 1999).
3.B. FEMA PLANS TO DESIGNATE A FEDERAL COORDINATING OFFICER (FCO)
FOR EACH FEMA REGION DURING THE Y2K TRANSITION PERIOD. THEY WILL
COORDINATE REGIONAL RESPONSE ACTIONS FROM THE ROC.
3.C. FEMA PLANS TO HAVE EACH REGIONAL DIRECTOR DESIGNATE A DEPUTY
FCO FOR EACH OF THE STATES WITHIN THEIR REGION. THE DEPUTY FCO WILL
BE COLLOCATED AT THE STATE EOC AND PERFORM THE RESPONSIBILITIES OF
THE FCO IN THE STATE.
4. DOD Y2K GUIDELINES:
4.A. INITIAL PROJECTIONS ARE THAT NO CATASTROPHIC DOMESTIC
EMERGENCIES WILL OCCUR, BUT CUMULATIVE EFFECTS OF A SERIES OF
GEOGRAPHICALLY DISPERSED EMERGENCIES MAY POSE A CHALLENGE.
4.B. Y2K EMERGENCIES MAY HAVE NATIONAL SECURITY IMPLICATIONS WHICH
COULD LIMIT THE USE OF AVAILABLE DOD ASSETS.

ALL ACTIONS NECESSARY TO CARRY OUT ITS ESSENTIAL NATIONAL SECURITY
MISSIONS. MILITARY UNITS AND ORGANIZATIONS, TO INCLUDE THE RESERVE
COMPONENTS, WITH THE ASSIGNMENTS INDICATED BELOW WILL NOT DIVERT
RESOURCES DURING THE Y2K DATE TRANSITION THAT COULD COMPROMISE
OPERATIONAL READINESS WITHOUT THE AUTHORIZATION OF THE SECRETARY OF
DEFENSE OR HIS DESIGNATED REPRESENTATIVE.

(to be published december 1999). 3.b. fema plans to designate a federal coordinating officer (fco) for each fema region during the y2k transition period. they will coordinate regional response actions from the roc. 3.c. fema plans to have each regional director designate a deputy fco for each of the states within their region. the deputy fco will be collocated at the state eoc and perform the responsibilities of the fco in the state. 4. dod y2k guidelines: 4.a. initial projections are that no catastrophic domestic emergencies will occur, but cumulative effects of a series of geographically dispersed emergencies may pose a challenge. 4.b. y2k emergencies may have national security implications which could limit the use of available dod assets. page 07 rueadwd0493 unclas 4.c. domestic y2k consequence management will be viewed as a federal response plan (frp) emergency. 4.d. all procedures and authorities normally used during domestic emergencies (stafford act/ economy act) will be followed. 4.e. industry, state, and local assets should be utilized before federal help is requested. 4.f. forscom should assure all newly assigned eplos complete the emergency preparedness course before 31 dec 1999. 4.g. forscom should assure defense coordinating officers (dcos) and alternates complete their training before 31 dec 1999. 4.h. sufficient dcos (or alternates) should be available to work with each fco or assistant fco during the period of y2k transition. 4.i. dcos and alternates should anticipate being utilized during peak domestic y2k consequence management periods. 4.j. principal regional emergency preparedness liaison officers (eplo) who attended the fema y2k regional workshops should ensure the results of the workshops are passed to the eplos in their region, as necessary. 4.k. dod activities should review msca/ macdis plans, directives, and procedures. bt unclas section 02 of 03 4.m. requests for federal assets needed in response to domestic y2k emergencies are currently expected to be prioritized by fema. therefore, fema will do a quick nationwide assesment before provision of any emergency resources. 4.n. decisions on provision of requested dod assets for civil emergencies will be made according to the criteria listed below (para #5.) 4.o. osd is working on a decision matrix for the internal prioritization/triage of requests for dod support to in responding to domestic emergencies and to any department of state requests for foreign dod assistance throughout the y2k transition period. 5.b. priority 1. the department will retain the capability to take all actions necessary to carry out its essential national security missions. military units and organizations, to include the reserve components, with the assignments indicated below will not divert resources during the y2k date transition that could compromise operational readiness without the authorization of the secretary of defense or his designated representative. 5.b.1. direct support to the national command authority. 5.b.2. conduct of ongoing or imminent military operations. 5.b.3. conduct of ongoing or imminent intelligence operations. 5.b.4. conduct of nuclear command and control. 5.b.5. maintenance of defense and commercial infrastructures essential to support of the above. 5.c. priority 2. except for immediate response situations, page 04 particularly if they fall within early execution (first 60 days) of timed phased force and deployment data (tpfdd). responses to requests for consumable or irrecoverable resources in this category must be approved by the chairman, joint chiefs of staff (cjcs) or his designated representative. 5.d. priority 3: maintenance of domestic public health and safety. such activities may include: 5.d.1. maintenance of emergency services (e.g., fire, ambulance, police, hospitals, and related communications). 5.d.2. maintenance of air traffic, rail, port, and ship navigation systems (e.g., air traffic year 2000 (y2k) conversion guidelines: 6.a. dod will continue a pro-active domestic public relations effort led by the white house. 6.b. u.s. may receive an "early warning" of problems overseas early on 1 jan 2000 beginning at the international dateline and moving eastward. This is an interesting site if you haven't seen it previously. As I am involved in the ag industry, I immediately went to food. It looks like food distribution in an emergency will primarily be at "congregate" feeding sites. I guess part of that is because potable water may not be available during some emnergencies.
