Let's split this discussion into it's own thread....

The water/waste water utilities are impacted by electric utility outages. Because these can happen at any time w/ww utilities typically have permenantly installed EDGs that can supply a percentage of their peak load. This percentage is usually less than 100% and would be sized to provide adequate pressure for fire fighting during an electric utility outage. The EDGs would be subject to all of the maintenance and testing requirements that have been mentioned on other threads.

Control of the w/ww processes are much simpler than EU control requirements. Local sources of raw water and local sinks for the processed waste water simplify the transmission problem for the w/ww utility. These systems are not highly automated. Some facilities will use PLCs that may report to a centralized SCADA system for remote start/stop of pumps and for status monitoring. Many will operate totally locally.
