poodle puppies that turn on each other

I need some advice, please.

I have two 14 week old male standard poodle littermates. I've had them since they were 8 weeks old. They play together lots, and one has clearly, but gently, established himself as upper dog. Once in a while, the playing will get a little rough, and I step in for safety.

BUT today was a different story. I had the "lower" dog outside to do his business. We came back into the kitchen where "upper" dog was already eating dinner. Lower dog went nuts on upper dog in a way I have not witnessed to date. It was really vicious. I separated them, but lower dog kept lunging at upper dog, even after I eventually put him on the choke collar.

Our very knowledgeable and helpful breeder is somewhat stumped by the dogs' behavior as well. She has suggested that with two puppies, they may not yet be bonded with me in the same way that one would by this stage. Perhaps there was some jealousy, or maybe the lower dog was just angry that upper dog was eating without him.

It may help to know that dogs began formal training today, though for several hours after the dogs were just fine, albeit a bit tire. They were also bathed this afternoon, which they've been through with me just once before, again without incident.

The dogs have been separated now for the remainder of the evening and are in their crates ready to sleep.
