How they (state) will asses property value for people who rent housing or live in projects?

Answers

Since about 50% of people in the state rent, I feel inclined to respond. The property tax assessment to property owners who rent out or lease their property is considered (by them) part of the cost of doing business. The cost is typically recovered from their revenue stream generated from their property. In other words, the tax is passed on to the renters as part of their rent.
