Let me suggest the creation of community based y2k Commmand and Communication Centers that are staffed with trained y2k events emergency response resources. This will provide the required bottom up and top down communication links that are needed to respond to both national and local y2k events. The technology and training knowledge is available to accomplish this community based best practice. $$$$$ is the only missing solution link.
