DOE gets a "C" or is it a "B" - Horn report Sept 10

Horn's report card is out - it's so cute it even has a place for the department head to sign! DOE gets a "C" in the "High Impact Program" (HIP?) and a "B" for the report card (public spin) 7 of 43 agencies are ready...the rest? Soon, certainly by December. I wonder about those GPS signals about now? Maybe just a little corrupt data getting into things here and there...maybe not. I seriously doubt anyone would be very eager to share a thing like that, if it was even detectable at this stage. I stand pat on the ideas I presented a few weeks ago...this is NOT an "All at once" event, but rather an accumulation over time. Or maybe not.

In the HIP? PDF file released by Representative Horn (address in 'original question' above) I find this interesting entry - number 10. The table says this is not ready - and the estimated time it will by ready is "Fall 1999":

If I read it correctly, the Note (1) means:

1 Programs are deemed ready when all of an agency's business partners have completed operational testing, and when business continuity and contingency plans have been developed and tested.

My questions about this:

Q1) Does this mean that the committee thinks at least one of the "Additional Program Partners" are NOT READY ?

Q2) Why is NERC listed in the "Additional Program Partners" list?
