How about that? The utilities arrange to have an industry organization (owned, in a sense, by the utilities themselves) collect what information the utilities are willing to provide (with absolute assurances of complete confidentiality). Then they turn around and use what information they themselves were willing to provide as evidence that they've done what they said they've done.

And they wonder why we don't believe them.
