How do you envelope a college in a cloud of sulphric acid

Yesterday in East Texas

Take one chemical plant making sulphric acid, strike the local power distribution system with lightning, knocking out the electrical power, then wait, while the plant vents suphur dioxide into 95% humidity air.

Essentially you make sulphuric acid by putting sulphur dioxide into water.

Note, don't forget to confine everyone inside, shut all windows and turn off all ventilation in August in East Texas.
