Giving with one hand and taking back with the other - FEMA statements at NRC tabletop Y2K exercise

Want to have some fun doing a statement-logic exercise?

(My only suggestion might be to take a tranquilizer or a hefty drink first, 'cause parts of this FEMA presentation is bound to raise some people's blood pressure.)

On the NRC Y2K site there is now a link to the various presentations given at the Y2K Tabletop Exercise of July 14, 1999, and hosted by the NRC. (A contingency planning exercise) Probably some very good reading for anyone interested, although I haven't had time to check it all yet. Now on to the logic exercise. If you click on the "Overview of FEMA Contingency Plan", then their "Federal Response Plan Operational Supplement" you can read all about how FEMA is addressing the Y2K issue. You'll also come across the following:

"Overarching View of Y2K"

-----No major nationwide catastrophic disruptions are anticipated

-----Possibility exists for smaller localized disruptions occurring simultaneously across the country

-----Cumulative effect of Y2K disruptions may stress state and local resources

-----Severity and magnitude of Y2K problems cannot be predicted

And the logic exercise is... are there contradictions in the above?

As an aside, I also found it interesting that under "Policies" there was this statement: "A Presidential "emergency" rather than "major disaster" declaration will be made if Y2K consequences exceed State/local response resources."

Also, if you want to know the "ONE" consistent message the "public" needs to be assured of, it's under the Public Information part of the FEMA presentation.

As a last bit, if you're interested in what the Federal Response Plan does NOT cover, it's this:

--Cyber-terrorism attack

--Localized civil disturbance

--National security emergency

--Long-term economic recovery
