Answers

Recall that during the reign of USSR maps were redrawn to muddify the location of sensitive industries? whole towns etc. were not shown on maps. another possibility is that for safer operation nukes are being installed with wheels so they can be used as portable gennies to alleviate "local" outages. Least believable cause would be new nukes are coming online as we speak and those need to be added to the maps.

I once managed a testicular cancer database with about 100 records. Didn't take months to add a new record. Liked the bit about portable nukes, lol. Muddify?? no scrabble points there

I think the last new nuclear plant they built was back in the 1980's, so I that 10+ uears to add a record is enough time, even for the government.
