Capturing in 352:240 format to encode MPEG VCD Compliant

I have got a PixelView PLAYTV video/radio capture board (Chipset Brooktree 878) and I intend to make domestic VCDs. But the PlayTV board only captures in 320:240 or 640:480 (Video for Windows Standard) and the "Whitebook Video CD format" suports only 352:240 or 352:288 video format and I can't convert that AVI file in a MPEG 1 - Video CD compliant file (via LSX Encoder 2.51) to burn my own CD (via Easy CD Creator 3.5), because hte MPEG1 sotware encoder does not accept that video format. So, What to do? Buy another board? What board? Can PlayTV capture 352:240/288 format under another driver or video capture program???

use the xing encoder. it can convert the 320 by 240 avi to mpeg. i don't know about the 640 by 480 because i don't have any avi's that large.

Xing MPEG Encoder can convert any size AVI to VCD-compliant MPEG.
