Can my antique PC be turned into a VCD plalyer outputing to a TV?

I've got a vintage 486/66 with 24MB mem and 2x CD-ROM. Is it possible to turn it into a VCD player? I mean just like a real VCD player outputing signals to a TV instead of to the monintor. As old as my machine is, I guess it's got to have more mussle than a stand alone VCD player. What software/hardware would I need if it is possible? Your only hope of using it for that would be to find a hardware Mpeg1 decoder card, preferably with TV out.

I have a P90 setup with an all-in-wonder but it's too sluggish to play VCD's at full framerate. So instead it became an MP3 jukebox.
