Keeping raw information away from the public, releasing only what is in the Government's view a 'proper context' is called propaganda. What Koskinen has done is to inform us in advance that the information the ICC puts out will be misleading and untruthful. To put it bluntly, they plan to lie. In a free society, especially under the First Amendment, it is the job of the People to determine what 'proper context' is. This is another example of arrogant Nanny Government at work. This is why so few Americans even expect the truth. When a political system loses its credibility, its legitimacy soon follows.
