OK, I remember a contest, if you will, where Factfinder and the like were trying to find Nuke Plants who were declaring Y2K Compliancy. I remember that he found 3-4 of them that had declared such. Then the big report card comes out, and no one is claiming compliancy anymore. The best we get is 'Y2K Ready', 35 saying that they still need time to acheive that. Have the four compliant ones changed their minds? Is the NERC trying to hide the fact that there is a difference between the two? And to avoid questions on the matter, didn't define the difference in their report?

It is obvious that the Nukes have a failing grade with most anyone reading the reports, but are we really that bad off? With a 100% non-compatibility rating?
