Mirror lock-up

I own the ElanIIe; I really like this camera. The specs say it has MLU (mirror lockup). Can the user force the mirror to lock-up?

No. It doesn't have MLU. It has mirror pre-fire, where the mirror flips up and the camera waits for 2 seconds before shooting.

The only EOS models with true MLU are the EOS-1n and EOS-3, and they are limited to 30 seconds with the mirror up.

I read that some cameras will lock-up the mirror when the timer is used. Do you know if the Elan IIe does this?

Custom function C05 controls this. Set it to 1, use the self-timer, and the mirror will flip up and 2 seconds later the shutter will fire.
