Sorry, but I am not so good at linking, so this might not work. The following is the link to the NERC document mentioned in the new Y2K newswire story: "the nerc runaround". To me, this doesn't seem to be some insidious plot by NERC and the utilities, just a simple way to ensure consistend documentation. It also gives the definitions of "Y2K ready", "mission Critical", and "reasonable exceptions". I don't trust Mike Adams, but that is my decision. The North American Electric Reliability Council (NERC) will hold a two-day workshop addressing critical issues for electric utility Y2k Program Managers at the Westin O'Hare Hotel (at the O'Hare Airport) on August 5-6, 1999. If your work involves addressing Y2k issues at your organization, you should be at this workshop. A block of sleeping rooms has been reserved at the Westin O'Hare. The cut-off date for sleeping room reservations is July 19, 1999.
