My 8 month neutered male MC is growing fast -- his tail has gotten really bushy and his fur is getting longer every day. He is very muscular. However, his head still appears small compared to the rest of his body. Do heads develop at a different rate from the rest of the body?

Yes, it does. This sort of thing happens in allmost every breed, especially in males. Just give it time, could be months, but in the end his head will probably be in proportion to the body.
