what is the best file format to save as

Hmmmm....TIFF is the safest and PSD probably the best if you are working in Photoshop. TIFF cannot save certain PS functions like layers etc. Otherwise they are equal in quality.

Since I'm working with layers in Photoshop I'm saving to psd files... but if I use Qimage as my page layout/printing program do I have to save the 'finished' file as a tif (or jpeg)? It appears, at least, as if Qimage doesn't recognize the psd files.

Or is there a better program/method for page layout/printing?

Another consideration would be the PNG file format. Completely lossless, it offers more than TIFF, IMHO. It automatically saves information regarding the gamma, resulting in an image that will offer more consistency across various systems/monitors. It has a text block format. It produces a smaller file size than TIFF. There are no variations of it, which means than most any program designed to open a PNG will be able to open it. There are several variations of TIFF, resulting in incompatibilities between various programs.
