2335 GMT, 990603 - US Secretary of Defense William Cohen said a military accord between Yugoslavia and NATO is required before NATO will end its bombing campaign on Yugoslavia. "As President Clinton said, we welcome a decision by the Serb parliament to adopt a resolution that incorporates NATO's five conditions for ending this conflict and for bringing peace to Kosovo, but there are important details that remain to be worked out," Cohen said.

MOSCOW, June 3 (Itar-Tass) - Russian Balkans envoy Viktor Chernomyrdin said on Thursday that Russia insisted on stopping air strikes against Yugoslavia, after which all parties concerned should elaborate a corresponding U.N. Security Council resolution on Kosovo.

Late on Thursday, Chernomyrdin returned to Moscow after talks with Yugoslav President Slobodan Milosevic in Belgrade.

Touching on a would-be peacekeeping operation, Chernomyrdin said that international forces will include representatives from NATO, neutral countries and, on Yugoslavia's request, from Russia.

Under the settlement plan, the NATO contingent will be subordinated to NATO command, while Russian peacekeepers will be commanded by the Russian leadership, he said, adding that it was not yet determined who would command forces from neutral countries.

In his words, he was going to inform the Russian president about the Bonn and Belgrade talks already this evening. "Though, I have already reported about the talks to the president, and (prime minister) Stepashin over the phone," he noted.

He also said that the issue concerning his possible trip to Helsinki on Friday had not yet been decided.

(UPI Focus) Russia test-fires ballistic missile MOSCOW, June 3 (UPI) - Russia has test-fired a Topol-M intercontinental ballistic missile from the Plisetsk missile range in northwest Russia, the Itar-Tass news agency reports. The missile, a new-generation weapon that will eventually replace Russia's older, heavier missiles, flew across northern Russia, hitting its designated target in a remote area of the Kamchatka peninsula in Russia's Far East. Russia's Strategic Rocket Forces said the flight was a success. Today's launch of the Topol-M is believed to be only the seventh in three years. -- Copyright 1999 by United Press International.
