I have also been concerned about whether or not the IPC site was a hoax; disinformation. One site gave me an ftp address: ftp.ipc1.com. I have started examining that site. When the site file:ftp://ftp.ipc1.com/bin/compress was located, I found the following characters and text:
"LPK ;PXQ @(#) Copyright (c) 1992, 1993. The Regents of the University of California. All rights reserved."
I have since learned that this copyright is probably for the software used to generate the www.ipc1.com site. However, this piece of info along with the links to business opportunites and the letter to the Ethical Spectacle by Adam Ness leads me to conclude the Ben-Avraham Plan is legitimate business opportunity and not disinformation.'

What is the Ben-Avraham Plan?
I can make a very good guess that the Ben-Avraham Plan is similiar to the Marshall Plan for the economic reconstruction. My evidence for this was documented in a letter:

I have just reviewed the correspondence regarding IPC, which you posted on the internet.
The IPC site went off the internet in January 1999.
I met Mr. Ben-Avraham in Jerusalem in 1991. I received his "Proposal to the UN: The Future of Mankind" for review in the summer of 1995.
I reviewed most of his public letters posted at the IPC website between 1996 and 1999.
I am aware that he resides in Jerusalem.
I have recently been reviewing some of his materials, of which I have copies in my home and find them as relevant now as in 1999, if not more so.
I do not know in what capacity you serve in society, but obviously now (2003) the programs he proposed are more needed than ever - 14500 terror incidents later in Israel, and in the "private sphere" innumerable acts of personal aggression, some mild, many severe, too many with deadly consequences. Needless to say humanity is getting increasing levels of warning (World Trade Center, Frankfurt mad man circles over downtown area this December, crash of Columbia shuttle etc.etc.)
Please be in touch. In essence what IPC sought was funding for its IPO - 500 M $. This funding would represent the willingness of people to invest in real human development. Anyone who is aware that there is a gap between what he desires and what he is currently capable of, will seek such further development.
I am with the "Jerusalem Fellows" program for educational and social leadership and seek to serve with IPC once it commences operations.
