The Federation of American Scientists at http://www.fas.org/ has an Intelligence Resource Program whose Official Intelligence Documents includes a section on Presidential Directives and Executive Orders at http://www.fas.org/irp/offdocs/direct.htm

It lists PDD/NSC 61 - Energy Department Counterintelligence [February 1998] and gives some facts about it, but says

The text of PDD-61 has not been released, and there is no White House Factsheet summarizing its provisions. However, one component of this PDD, relating to Technical Surveillance Countermeasures (TSCM), is reproduced here.

followed by sections on Policy, Responsibilities, and Definitions.

Thanks no spam please. I was up late last nite reading the cox report. He mentions that it should be looked into implementing the Pdd 61 and the measures called for in the strom thrumond national defense act in response to this breach of national security. I dont know what it means, but it dont sound real good. I will look up these provisions and report back later. thanks for the info. Keep praying hard for peace.
