Three Perceptions of Power Plants

If we view electric utilities from the following three different perceptions, then we can gauge where the problems are and what we should be concentrating on our discussions: internal, supplies, and personnel. Have the utilities made progress on all INTERNAL problems in a plant? Are the most serious problems now the movement of supplies (coal, equipment, tools, etc.) the area of most concern due to Y2K problems elsewhere? Or is it personnel that is the highest challenge: will workers be able to report given any societal problems? I suggest we look at all three before saying the situation is now grave, serious, or minor.
