Is it possible just to change the extension of a mpeg file from *. mpeg file into *.dat, and work that out to play on a VCD machine?

As title... let's say I have a mpeg file.. and I just change the extension manually from *.mpeg to *.dat and then I burn that *.dat file straight onto a CD-R... would that *.dat file work on a VCD machine?

No. You have to use esy CD Creator Deluxe or some other conversion utility. If you do it manually the VCD player will not read the disc.

There is a program called DAT2MPG which will convert a DAT file to an MPEG file. To get the MPEG file to a DAT file, you first have to make sure that the MPEG file is compatible with the VideoCD format. There are a few MPEG encoders that convert MPEGs to MPEG VideoCD format like Xing MPEG Encoder. To burn the MPEG to a VideoCD you need to use Adaptec Easy CD Creator Deluxe's VideoCD Creator.
