Y2K PROBLEMS TO HIT ISRAEL May 12, 1999 IsraelWire reported yesterday that according to a Union of Local Authorities representative in Israel, there will be some degree of failure to most computers used by local municipalities after December 31 due to the Y2K computer problem. The report said, Despite the realization that most local municipality computer systems are unprepared for the New Year event, Eldar issued a warning to persons owing monies, promising that extraordinary collection efforts are underway to collect owed fines prior to year's end.

I thought Israel was one of the most prepared nations- This doesn't jive to good with that.

"[M]ost local municipality computer systems are unprepared for the New Year event". I hate statements like this. What is "most"? More importantly, which systems, and what is the likely impact.
