I have heard rumors about the Marines doing an Urban Warrior project, and from this site today: http://www.drivezero.com/herbal/framea/linksa.html I was disturbed when I saw this group of articles in context about the National Guard and the Pentagon. Does anyone have any real information beyond rumors?

Nice to see you in another little corner of cyberspace. The group of articles you refer to seem to be about the latest that are being talked about. Today's Deseret News has an article retracting Bennett's "confirmation" about military preps for Y2K.

In a word, yes. There are plans for martial law.

There are also plans for everything imagineable and a lot of things that aren't. Don't worry about it- there are entire buildings full of people doing nothing but writing plans for all sorts of things. This is but one more way your tax dollars are put to work. Maybe it would be better if they spent a few more dollars on things like, oh, keeping up with where the Chinese moved their embassies and stuff.

There are also a whole lot of people yakking about all sorts of stuff they know nothing about and spreading truly bizarre rumors. Most of this is male bovine excreta and you shouldn't worry about that either. All those people in uniform they keep talking about are somebody's husbands and sons and mothers and uncles and sisters and so on, and they're amost all Americans. Some of them are dumb enough to do stuff they shouldn't. Most of them aren't. They are not some sort of mind controlled alien experimental creatures. Almost all of the mind controlled alien experimental creatures are inside the Beltway in Washington, DC. THEM you should worry about.

The Marines have intensified their Urban Warfare training over the last few years, primarily in response to that unfortunate experience in Somalia (and other "low intensity" conflicts). They do indeed have a large list of contingency plans; that's their job. However, it could be just as likely that the current "contingency plan" is for Kosovo, should they be ordered in. I would HOPE they are training for it, rather than just going in cold and unprepared. Again, that's their job. I refrain from expressing an opinion as to whether they SHOULD be ordered in.

As for the National Guard, I only know what I read in the papers...

Lee ....Since 1991, that I know of, all those enlisting in the armed forces of the U.S. , have to answer a question on paper ...... paraphrasing ... " Would you be willing to shoot U.S. citizens, if ordered to by your officers ?". But, if loud noises frighten you ,not to worry ! You'll never hear the sound of the shot that dispaches you . Alice, the best advise is: fore-warned is fore-armed. Even if you could substantiate impending martial law, what could you do about it? Simply keep yourself and your like-minded loved ones aware and awake to the potential of the future. Keep your eyes and ears open. Be mentally and emotionally prepared. Oh, and try to enjoy the rest of 1999. We truly live in interesting times, don't we?

Haven't we covered this? If martial law is declared, it will be a local response to quell rioting and looting, and will be welcomed by the terrified citizens (and rightly so). We can only hope that any such plans are well-rehearsed, well-coordinated, and well-supplied. And this requires practice and preparation.

The question you refer to is a direct result of the moral dilemma posed by the Nuremburg (sp) trials. All US Military Officers (and Enlisted) are confronted with this question early in their training. Do you blindly follow orders, or do you evaluate those orders as to their legal and moral authority? A military member is legally and morally OBLIGATED to make this decision, for each and every instance of order given. The challenge in our open society is how to very rapidly know the difference? How do you train to instantly know the difference? Or at least rapidly enough to save a life (as likely your own as not).

Sometimes the question is straightforward, if not easy, such as being ordered to charge a fortified position under fire (quite legal). A military officer or enlisted recruit can be legally ordered to go into a situation where they will certainly die. Or kill others legally designated as the enemy (usually by declaration of war, or identified as aggressors).

Sometimes the question is ambiguous, and very difficult, such as being ordered to fire when an angry, lightly, but potentially lethally armed mob (bats, rocks, Molotov cocktails) is charging YOU. If they are your own countryman, do you retreat, or fire? There is actually no legal U.S. precedent for this kind of thing.

These issues are something that Oliver North never understood; he made the vast majority of responsible, ethical American military officers nauseated when he made his famous statements to Congress, about what he would do by order of the Commander in Chief. He just didn't "get it."

It is the legal, moral responsibility of every military professional to refuse any illegal, immoral order, even given by those designated by authority as superiors. "I was only following orders" is no longer ANY excuse, by Law, and by moral custom
