New York City's 911 System Fails ---For the Fourth Time

Today's Raleigh News and Observer reports that NYC's 911 system failed yesterday for the fourth time this year. This failure, like the last two, is unexplained. The first outage was attributed to a power outage. The two hour "failure" caused callers to experience up to 30 second delays before getting an operator.

Query: Was the first outage initially attributed to y2k? Maybe I'm confusing this with the New Jersey food stamp situation.
