First Contingency Incremental Transfer Capabilites

Found a really interesting PDF document which shows

Within this chart there are three lines conecting each showing tranfer capabilities between them ex:MAPP to WSCC. There are three lines within each connection labled: Incremental Transfer Out, Normal Base Electricty Transfer and Incremental Transfer In.

I would like to understand this graphic better as I believe it probably highlights areas of weakness. If I'm reading it correctly, normally WSCC is a net importer of about 480 mw. Any thoughts on this would be appreciated.

Also, unrelated, but thought I'd post in case of interest, I'm attending an API International Petroleum 2K briefing tommorrow, anyone wanting a recap of my notes, I'd be happy to email to them. Just let me know.

Very interested in the briefing report. Have relocated to small town in country from large mega-city. Garden...generator...non-htbrid seeds..everything but the dehydrated food....but sounds like nothing will happen from most media reports...anxious to hear your report. Thanks.
