I respectfully disagree. When communications and supply lines are down, and the Federal Empire disintigrates in the aftermath of Y2k, communities are going to have to learn to govern themselves. Most places don't even know what a town meeting is. Soon they'll have to have them, and knowing some procedure can go a long way to avoiding needless conflict.
