Also, wide-open fanciful thoughts or estimating without limits - a project for example, will be told "the sky is the limit" for new ideas.

Of course, the budget to implement those ideas might be no higher than a groundhog's burrow - but the "sky is the limit" for ideas.

In the area of securities regulations "blue sky" laws have been instituted by the states in an attempt to keep investors from paying for shares which have no more value or substance than so much blue sky.

Blue sky laws generally refer to state regulation, not federal.
