WARNING!

This page is informational and of a general nature. However, if you decide to purchase the monograph viewing you need to be forewarned that the information presented there can be troubling and distressing as it deals with what occurs during a breakdown of social structures. What you are about to read is not a prediction of the mathematical probability of the occurence of computer related disruption of the practice of living in societies as we know it. There are many far more qualified to make these predictions than we are. The belief of the magnitude or duration of service disruption must be your responsibility just as it is regarding whether or not you insure yourself for your protection or the protection of loved ones or whether you need to insure yourself at all.

What you will be reading about is what we as police officers have determined to be serious effects of threats to our families and what our experience has shown us is the best way to protect against those effects. It is not the cause of the threat, in this instance Y2K, but the effect of the threat that we need to concern ourselves about. There are untold numbers of threats that can bring about disastrous effects on our lives. It makes no difference how we are threatened but how we respond and survive.

We have no way of knowing if we will be involved in a traffic accident, shot at, trapped in a burning building, in a building at the epicenter of a 6+ Richter Scale earthquake, or downstream from a flash flood or ruptured dam. What we DO know are the effects or consequences of those threats if we are not prepared to avoid or to mitigate the danger of those threats. We cannot say that Y2K is going to disrupt our society as we know it, but we CAN and WILL say what needs to be done and HOW we will protect ourselves; and the consequences if we don't!

It will be the rare individual who is able to make a determination of Y2K threat based upon first hand knowledge. Propaganda, a neutral term although often now given a negative conotation, is abundant on the subject of Y2K. The same data is available to each individual who chooses to look for it and yet we have all types of responses to the data. As we talk to audiences we begin with a simple survey which asks the audience whether they know nothing of Y2K, something of Y2K, or everything they need to know about Y2K. Generally the latter two responses are most often encountered.

The follow-up question asks what degree of danger they believe there is for disruption to society by Y2K and some say none or very little, some say a serious but short headache, while others believe it will be a fatal heart attack. A strange answer often given, and in significant number, is that they are going to average between the extremes and prepare for the middle ground. This may be the most dangerous of beliefs as will be explained later.

Jacques Ellul, a French author of great renown, in one of his best works titled Propaganda, addresses how and who propaganda impacts. Most literate people are of the belief that unlearned, or uneducated, persons are most easily impacted and swayed by propaganda. Jacques Ellul offers that those individuals, for example peasants or laborers, know what they know from their experiences, and from those close to them whom they know and trust and see; they are least swayed by propaganda.

In reality, Jacques Ellul argues, it is the educated who are most susceptible to propaganda for it is they who consume vast volumes of unverified and unconfirmed information and data without much chance of determining the truth or accuracy of what they receive and pass on. This transfer, whether in conversation or other transmission is again unverified and unconfirmed. Those who do attempt verification often do so based upon their prior propaganda created base.

This monograph is propaganda, but it is verifiable because many of you will have life experiences and common sense which you will be able to apply as verification; and verification begets verification. You will also see in this monograph, information and concepts in sharp contrast to prevailing informational and commercial wisdom so readily adopted by so many "prepared" people. You can then test the conflicts and question further if necessary.

We, the authors', respect the technical expertise of many people as they present their beliefs as to the potential malfunctions in the technical arena. We respect them to the extent that we believe there is a significant potential for societal breakdown. Our, the authors', experience doesn't tell us that, but our verification of the credentials and motives of those persons is sufficient for us to make preparations.

On the other hand, we see many of these same technical computer qualified people, as well as others, making, or supporting, tactical preparations which may not be tactically sound in light of very real and probable threat conditions should their technical predictions prove correct. They have stepped out of their area of expertise and their information or knowledge transfer in tactical areas should be questioned and verified with those who have tactical expertise.

Police expertise and experience does tell us, though, what is the likely outcome of predicted technical problems and what steps we as INDIVIDUALS must, and must not, take if we are to achieve the desired goal for our families and ourselves to be safe and secure. If that is your goal then you very likely are going to need to re-think your approach and preparation.

What you will find in the monograph is not only what is likely to happen if Y2K becomes a serious problem but the WHO, WHAT, WHEN, WHERE, WHY, and HOW of dealing with it. Our exhaustive review of Y2K publishing, to this point, shows at least 80 percent of the preparations and tactics promoted are WRONG, or at best less desirable, and wasteful. If you live in an area with a population of over or under certain numbers, or in certain states or regions, or with certain conditions, or without those conditions, then you need to know the preparations necessary for each of the conditions. There is not only one contingency necessary to contingency planning; changing one condition requires creating another contingency plan.

These excerpts follow the CopsRUs premise and position that we are not able, nor do we attempt, to predict what infrastructure problems Y2K might directly cause, but we can say, and do say with good certainty, what the effect of a significant shutdown of systems will cause. For those few who have eyes to see and ears to hear and realistically prepare as presented in our Monograph, they can expect, regardless of personal wealth, to prevail and survive.

If Y2k causes a serious deterioration in essential services, there will very likely be no police to protect you because they will be away protecting their own families.

If the military is called proactively, or to fill a public safety void, they will very likely be accepted by the populace at first but become more of an occupying force because their purpose will be to restrict the civilian population in order to sustain the government; something this nation has never suffered under. This will be explained in detail in the Monograph.

These excerpts are set out here to give you a feel for what you will receive from the purchase of access to the entire Monograph as well as the appendices.

Part One

Chapter 1 - The authors state, "We are told that Y2K is the first advance notice, date spcific, disaster warning that mankind has faced and because of this advanced notice mankind will prepare for and overcome Y2K before it develops. In reality the following examples of historical incidents contradict that oft repeated optimism and assurance and show why all but a few will not be ready even should the event be relatively minor."

Chapter 2 - The authors state, "Y2K has become one of the biggest, if not the biggest, single subject propaganda campaign to confront the people of the world. The propaganda comes from governments, businesses ducking responbility and businesses marketing Y2K. People are consuming volumes of uncomfirmed and unverified information. The only way one can sort through the fact and fiction is to utilize the three pronged propaganda evaluation technique. Government officials finally admit that fatalities will likely occur as a result of Y2K problems. Even though this gross understatement gives a clear indication of the seriousness of the problem. In a report..."

Chapter 3 - The authors state, "Our society is a house of cards and the more global the interdependence, the larger and more fragile the card house becomes. It is not only computers, or power, or fuel but rather a whole range of factors which can bring the house down. If one structural card fails, the other 999 in the house fail."

Part Two

Chapter 4 - The authors state, "U.S. military ground forces, army and marine, have been so depleted during the 1990s that there are now approximately only 495,000 army and 175,000 marine corps personnel available in service, and 30 to 40 percent of those are deployed "out of country" in various areas of the world."

There are nearly 800,000 law enforcement personnel in the U.S. and they have difficulty controlling 2 to 3 percent criminal. How will 670,000 military personnel control 40 percent of the hungry and thirsty people overall and 90 percent in many concentrated areas? With the help of the national guard and reserve members you say? Not even with them and they won't probably be available at any rate."

The military relies on the civilian infrastructure to exist, e.g. water, fuel, food, power. If the civilian infrastructure fails so does the military."

The military families must be taken care of or their will be mass desertions. If the military brings families on base the base infrastructure will collapse more quickly."

Chapter 5 - The authors state, "The 800,000 U.S. police cannot control most localized disturbances in their urban areas without some assistance. They will be overwhelmed if there are general population disturbances involving entire urban areas across the country."

Surveys of police across the country indicate they do not believe they should be required to sacrifice family safety and that was never a consideration of their employment. They will not report for duty (just as many regular and reserve military personnel will not) and there is no government entity that can fill this void."

Chapter 6 - The authors state, "The government must step in and attempt to establish and retain control of the infrastructure and population prior to breakdown. This sequential extra-judicial implementation, while at first accepted, may well itself add significantly to the problem. Here are probable first steps and a likely scenario and timetable."

Part Three

Chapter 7 - The authors state, "The answers being given and the solutions being offered are at best in many instances ignorance and in many instances intentional deception. If everyone were to follow most of the proposed protections being suggested the sad result would be virtually no different than if there was no no preparation at all. It is indeed sad to think of people finding that steps they took in good faith and monies they expended were of no effect relative to to a serious and high probability societal breakdown."

Chapter 8 - The authors state, "Contingency planning is essential to successfully coming through any upheaval of our routine way of life. Contingency planning means not a single plan for a single event but rather a plan for each conceivable twist or turn in a single event. It means having a contingency for a contingency. An often heard plan people make is that since they don't know whether the Y2K problem will be slight or major they will plan for an in between severity. That's the old "averaging" approach. The chances are two to one that they will have poorly prepared. Thats not planning or perparing; that is misleading ones self. Here are samples of successful contingency. Even with limited resources one can be effective if utilizing contingency planning."

Chapter 9 - The authors state, "Those terrible '20 year shelf life foods' and even those delicious grains may present some real problems for you. At best they are excessively expensive. Twenty year shelf life is good only if you don't use it and is surely not the length of time you will use it. There are some short term health considerations one should make. Let's take a fresh look at our food needs and answers. There are great alternatives.

Chapter 10 - The authors state, "People regularly ask how long they should prepare for. They wonder what the difference is between needing supplies for a day, three days, a week, a month, or a year. Many often want to know if it is a good idea to set aside supplies sufficient for twice their anticipated need. They wonder how to determine the amount of cash to have on hand. If you believe you have the answers to these seemingly simple questions and you base your answers on the current conventional Y2K wisdom you had better listen. Answers are simple but the correct answers are more complex. For instance lets look at the duration of problems and what that poses for our planning; it actually simplifies as the windows of consideration are small. For instance..."

Part Four

Chapter 11 - The authors state, "Regardless of physical, personal or financial limitations of individuals, there are simple solutions to the problem of a safe and comfortable existence during the duration of a reduction or loss of essential services. What takes place in simplest terms is that people take control of their own predicaments and, with preparation and knowledge, they take charge and care of there own needs and do not rely on strangers others outside of a close social circle. These are examples of how one goes about the gathering and protection of essentials and creating the best location and conditions for existence."

Chapter 12 - The authors state, "The below listing and sources of foodstuffs and methods of preparation will provide you with a tasty and familiar menu at savings over what you probably have traditionally spent for the same or similar food. Don't be taken in by all the survival hype. With proper planning and preparedness there should be little alteration of your familiar diet absent years of non-commercial food production and under those circumstances there will be a gradual and non-tramatic transition."

Chapter 13 - The authors state, "If you are not able to leave your home area, there are several contingencies which provide for better security than is available, and will be available, to those who are simply in the storing mode. The threat to the safety of 'store and stay at home' people is potentially fatal. This is the most dangerous plan a person or family can undertake and yet is by far and away the most planned option. Let's look at viable options.

Chapter 14 - The authors state, "There are three basic security defenses that we should all understand and be aware of, for if the breakdown occurs we must rely on our own abilities and those whom we find ourselves among. Those who do not like or possess firearms can defend themselves and their families as long as they understand these three defensive consepts. The The first defense is called 'similar resource'. The substance of 'similar resource' is that..."

Chapter 15 - The authors state, "Now that you have the inertia how do you sustain it and when does the big push begin? Let's review and capsulize what we've discussed. Beginning with the first premise...".

Appendices

The appendices are separate from the Monograph, which is available to every purchaser of the Monograph at no charge. No, there IS one entity left that can fill this void, and in fact is obligated to do so: the Militia.

The militia, according to Federal law, is composed of every able-bodied man or woman between the ages of 18 and 45, who is not either an elected official, a sitting judge, or engaged in the transport or handling of mail.

Has anyone subscribed and does it deliver as well as it tantalizes? Particularly tantalizing was the opinion that preparing for a middle-ground scenario is the wrong strategy (which is what many are doing). I won't ask you to quote their material, but "was the advice worth it?"
