try using mpeg encoders like Xing mpeg encoder or dvmpeg by Bitcast broadcasting.

the basic process of making a vcd is capture to avi, encode from avi to mpeg or *.dat, prepare virtual CD for burning the VCD using the mpeg or dat file, then burn

There are various methods of Video CD encoding. I should categorize them to the following, with regard to your setup:

1) No additional cost 2) Moderate new equipment cost 3) Expensive set-up

The easiest method is to buy a hardware capture tool. Buy the best one like the Industry strength Broadway($1000) and push all the source tapes into the feeder oh and also get an AV drive at least 2 gigs($500). You will need SCSi connection for that but it works. Of course if you just want to copy the VCDs (like a Copyright pirate) then just use the Easy CD Creator program to duplicate the video.

Like the gentleman before me said, get a pro mpeg capture card like Broadway Pro. I have a Darim MPEGator which is much better since I produce pro quality VCD's. Also, Videopack 4.0 (the best VCD authoring tool capable of making interactive menus, slide shows, chapter indexes, etc) is great to have for creating your VCD's.

If you must convert avi to mpeg for VCD creation, I reccomend Heuris MPEG Pro. Xing's picture quality sux
