"While 90 percent of federal agencies' critical computer systems will be year 2000 compliant by President Clinton's March 31 deadline, the White House itself will miss that deadline by seven months, the administration reports.

Only 25 percent of the White House's 68 mission-critical computer systems will be Y2K-compliant by the end of March, White House spokesman Barry Toiv said. All systems won't be ready until October, he said."

Answers

This is not a big secret: President Clinton's email address is president@whitehouse.gov

However, I doubt very much that he reads his own email. My assumption is that one or more assistants (dare I say interns?) read and process his mail and forward some subset on to him. At one point, a few years ago, I had heard that those emailers lucky enough to get a response would only get a hard- copy version, because outgoing email didn't work. One would hope that that problems has been solved by now...
