I'm interested in playing Warhammer 40,000, and I was wondering, what army is the best well rounded, meaning, what army is good at long range, close combat, fast attack, etc? My friend thinks it is Space Marines. Which army is it?

Definitely Space Marines or Chaos Marines.

Traditionally, the eldar are the most well rounded, that was second edition though I'm not totally sure about third edition. The eldar have the range, close combat, and speed in their armies. This is the army that has won the most tournaments.

It has to be Imperial Space Marines, a Codex Chapter for preference (Codex Space Marines). If you have enough imagination and skill to paint the badges, invent your own Chapter.
