Does Japan have `states` in the sense there are some FY rollovers earlier than others? As in the U.S.A. or is it all at once? useful link

Japan has prefectures. I'm pretty sure they all use the same FY. Practically everything in Japan is standardized from Tokyo.

bdb is correct. Japanese states (called prefectures by western people for no known reason) all follow the same FY. Thursday after next, 1 April, 1999 is the beginning of Japan's FY 1999.
