So let me get this straight, the Navy and Marines spend millions on a training exercise that DOESN'T allow them to actually train the way they plan to operate? Is this the correct interpretation or am I missing something here?

I knew the Coastal Commission was tough, or used to be . . . but, to stop the MARINES? Woof!

Maybe that town in Texas should have tried bongo drums and chants. It seemed to have helped in Monterey.
