Dick Mills article; the "official" government definition of "local" and "regional".

The newest article by Dick Mills has some comments about the Peach Bottom testing incident and an interesting second section titled, "It Depends On What The Meaning Of Local Is".

Anyone should read the entire article, but here is a snippet:

"This week I was complaining to my wife Libby that I didn't know what local meant in public statements such as, "expect Y2K effects to be localized." The next day she called 1-888-USA-4Y2K and asked for the "official" U.S. government definition of localized within the electric utility. She got an answer -- localized means one state at a time. Regional means an area like the Northeast."

"This week's report from the Senate committee appears to use a different definition of local."

This is a classic example of the contradictory information that is coming out of the feds AND the media. One arm of the government puts a left spin, another arm puts a right spin. And, as if that isn't bad enough, different segments of the news media are putting their own spin on the spin (eg. Reuters vs. AP).

Now, I just can't figure out why people are so confused...
