Might not be a bad idea for US citizens. Most of what goes on in people's heads is sub-conscious. US citizens generally don't think failure is possible, except for Vietnam, which "we didn't really try to win". US culture suggests both that success is typical, and even if you fail, "they" will take care of you.

If people can understand that success is not guaranteed, they may look at Y2K a little differently.
