Pre-Color Spray On Image Transfers Prior To Using Photographic Oils

In Kathleen Thormad Carr's Image Transfer book, it's recommended Marshall's Pre-Color Spray be used on image transfers before painting with Marshall's Photographic Oils to protect the paper fibers from rotting. Is it necessary to use this on all papers, such as Arches 140 lb. hot pressed watercolor paper? Would a workable fixative such as Blair's serve the same purpose or can you recommend another since I'm having a problem finding this without having to mail order? I want as little change in the appearance of the paper surface as possible. Thankyou, Dianne
