Hartford conn. has a large elec. power plant that is run by steam produced by burning garbage mixed with some coal and sent into oil fired jets. 67 towns send trash here. If the DOD dept web site is accurate, they said reports indicate that only 30% of the american refineries will make the year 2,000 deadline. Dr. so and so on Horns staff said only 2 of 5 refineries in venezuala will be up and running. He also stated in public that this time next year "we will be rationing". I will provide the internet location for his remarks.

Gartner says the gulf states are in catagory three (are they being generous?). My question is, who is doing any rationing plans for gas to make sure the garbage men bring trash to the power plant in a situation of rationed gas?
