Wall St. Journal 2-3-99 Group Seeks Limits On Y2K Liability

WSJ reporter John Simons cites trade group seeking Congressional limitation of Y2K liability. Several aspects to the protection sought by the group including limitation of punitive damages and consequential damages and attorneys fees. White House position is "studied neutrality" (Koskinen quote). Koskinen says may not be a flood of Y2K litigation. The lobbying group foresees an "avalanche" of litigation.

Koskinen says limitation of liability could be disincentive to remediation.

If he really believes that, he's unqualified for the job he's got.

That quote makes sense only if the prospect of being unable to do any business at all is not considered an adequate "incentive."
