AT&T was predicting a cost of $611 million, and their figures are now revised to $900 million with $186 million to be spent between Oct. 1, 1999 and Dec. 31, 1999.

Spending 186 million in the last quarter of 1999 makes me wonder if AT&T has a chance of making it.
