Does anyone know which is better: metal or plastic containers for long-term storage of kerosene?

Plastic. Kerosene is not volatile enough to migrate through the wall in any reasonable period of time, plus plastic won't rust. Metal kero cans can rust-through internally when water settles out of the kerosene.
