Compliancy: Curative? Or Preventive?

A corporation is now y2k compliant. That says to me that they have "cured" the sickness within and they won't send out tainted code within their corporation and outside their corporation. Does it also mean "preventive"? That they are now firewalled against tainted code coming at them from a small business elsewhere or from another nation that didn't get ready? Can we build bridges between two-digit year calculating systems and compliant ones? Can we packet filter? Sandbox? In brief, does "compliancy" mean I won't sicken anybody else, but I can still get sick? Compliancy: merely curative? Or preventive also?
