Front page article in today's "Zycie Warszawy" (Warsaw Life) talks about serious problems that have hit firms using payroll accounting software. The article states that programmers think that it will take at least 6 months to fix the problem. As of now thousands of workers have gone without pay or with wrong pay since January 1, 1999. There are many very angry people who blame the government (???) for the problem.

Its not only in Poland. Our companys accounting software went down and we could not print payroll. It was definatly a Y2K problem. Had to get a Patch to make the system work.

What bothers us is that it was not expected.

Nie wszystkie gminy warszawskie zdaza do 2000 r. z nowymi planami miejscowymi. Procedura sporzadzania takiego planu jest dlugotrwala i skomplikowana - trwa minimum rok. Po podjeciu uchwaly o jego przygotowaniu w wyniku przetargu wylaniany jest odpowiedni zespol projektowy (tylko Bialoleka i m.st. Warszawa maja wlasne pracownie planistyczne). Nastepnie powstaly plan wykladany jest do wgladu dla mieszkancow, ktorzy przez trzy tygodnie moga wnosic do niego uwagi. Jezeli uwag i zarzutow do planu zbierze sie duzo to ich rozpatrywanie moze trwac wiele miesiecy.

Projektanci, ktorzy podpisali umowy na sporzadzenie planow zagospodarowania nie spiesza sie z praca. Znany jest przypadek, gdy jedna pracowania przygotowuje az 20 takich dokumentow. Nie ma wiec szans zeby zdazyli ze wszystkimi. Plan zagospodarowania przestrzennego ma dla inwestora np. chcacego wybudowac maly dom jednorodzinny podstawowe znaczenie - jest najwazniejsza czescia decyzji o warunkach zabudowy, ktora wydaje gmina. Bez niej nie mozna myslec o postawieniu budynku. Since my native language is Polish, I clicked in and read Zycie Warszawy's article. Apparently there is a big problem but it has no relation to Y2K whatsoever.

There were some major changes in the tax laws and the way everything is calculated. The story says that bigger companies with more than a dozen employees can't prepare payroll because the existing software does not know how to calculate the amounts and new software is not ready yet, and whatever was supposed to do the job cannot be used because its full of bugs and not reliable. They estimate it will take six month to get everything sorted out.

Seems to me just another government screw-up, but no relation to year 2000 problem.
