It might have been Connie Morella (sp?), it seems that the camera panned to her right before he made the comment on y2k. She was the head of the Congressional Subcommitte on Technology if I'm not mistaken.

I watched the speech on CSPAN and they did show the single person who applauded. I've been searching the house and senate web pages trying to match up the face I remember from TV with a photo on one of the pages. I'm pretty sure it was Representative Stephen Horn of California. He's the chairman of the House of Representative's task force on the Year 2000 problem.
