Damn, it's Deja vu all over again folks. Flashbacks to Chile, 1972. I was there, and so was the good old US Navy, in force. In fact I was there with US Navy in a simliar '''LIAISON" role, except then CIVIL AUTHORITY PROGRAM" included mass arrests, mass executions and mass burials outside of town. Of course, just because the US did it in Chile, doesn't mean they would ever consider doing it in California. Right? Don't think so? Just wait and see.

So many slots available. Nationwide. Look at all the locations. Look at the rank they are looking for. Commanders and above! Laisons at this level mean they are working with people at the top (governors) in every state and with the regional heads of FEMA and other Federal Agencies. This is a FULL SCALE NATIONAL SECURITY MOBILIZATION being planned boys and girls. Wake up and smell the f*cking coffee !

Looks every bit like a wartime mobilization that completely goes around any Posse Commitatus restricitions. Massive arrests and detentions. Preference given to those candidates who have participated in past Coups engineered and managed by the US Military. Experience with management of Death Squads and Assasination highly desirable. Candidates having participated in the US operated Coup in Chile in 1972 will be given first preference.

Jesus Christ! How many Navy Captains are they assigning as Liaisons. Just about to every other military organization there is out there, including FEMA. I would sure hate to miss this party. It's going to be a BLOW OUT.

for 'THREE YEAR TOUR IN THE BILLET" That's a long time if the only reason is long enough for the federal government to deal with a computer bug. 3 years is about how long most wars last.

"COMMAND OF NAVAL RESERVE FORCES BOARDS WILL CONVENE IN JUNE". 500,000 National Guardsmens are scheduled to be mobilized the month before (May), according to current plans of the Federal government. Will most of them still be on active duty after that? If so, how many, in which cities?, for what reason?, with what orders?, with what weapons? This is a full-scale WARFARE SCALE MOBILIZATION.

So what is expected to happen between 01 July 99 and end of the year? This clearly points to not only a massive mobilization of National Guardsmen (500,000) but also large callup of Naval Reservists as well to assist Federal Agencies including FEMA. Why? Posse Commitatus doesn't apply to Navy, Naval Reservists, Marines or Marine Reservists. Does it apply to the Naional Guard?

One of my PM's in Lodge was a rag boat gunner in one of the more interesting theaters and then was assigned to a 'PR tour' which was in Peru Just about the time things got interesting there. He insists that all they did from the boat was work very hard to drink up the per diem they were issued, along with the civi clothes, but i know him a little better than that.......

While the thrust of the Naval Message is certainly a whiff of something wicked this way comes, could we please stick to the facts about the National Guard exercise as we know them. Here are a couple of quotes from the recent WorldNetDaily articles. The emphasis on the work mock is mine.

"The plan as it is now being designed, will be a *mock* mobilization of all 480,000 members of the National Guard in all 54 states and territories. Exercise COMEX/MOBEX will be conducted without telephone, radio, or television to get the word to all guard members."

Exercise COMEX/MOBEX will be a test, not an actual mobilization. Guard members will be contacted, but they will not actually have to report.

Spend a few minutes and get your facts straight!

But the item that Rich was dealing with is NOT a real call up, it is a test. Meanwhile, I keep my ear to the ground. I work at OTAG in CA.

Rich: I have a few questions that I consider very important in trying to figure out what this is about.

1. Are the NEPLOs recruitments/assigments done every year, or is this a rare event?

2. The selection of NEPLOs will be done by or before Jul. 1st. How long after that date do the NEPLOs begin actual duty at their assigned posts? A week, a month?

3. Are you in the military? = Do you have insider knowledge of the procedures?

4. If your answer to Q.3 is no, do you have trusted/reliable sources of information inside that could help answer Q.1 and Q.2 ?

"Theres an interesting lesson here about involvement that comes from the Oklahoma City bombing in 1995. Just a few weeks prior the bombing, agencies from all over the city conducted an emergency preparedness drill as part of normal civil defense practice. They did not prepare themselves for a bomb blast, but they did work together on other disaster scenarios. The most significant accomplishment of the drill was to create an invisible infrastructure of trusting relationships. When the bomb went off, that infrastructure displayed itself as an essential resource--people could work together easily, even in the face of horror. Many lives were saved and systems were restored at an unprecedented rate because people from all over the community worked together so well.
