I think we can pretty much guess what this is all about. Why don't we use the money to teach these cops how to write COBOL instead? THEN they might actually being doing something USEFUL!

Sir Clinton, I suspect food, water, shelter, heat, medicine, etc. would be a better investment, mid-1999. Community preparation rather than more cops.
