After reading the article, I feel pretty safe in saying this is not a Y99/Y2K glitch. It does sound like a case, though, of a new, compliant system that wasn't sufficiently tested.

It doesn't make much difference. All through 1999 we are going to be hearing about glitches that are due to Y2K, or, remediated systems that haven't been tested, or in this case, new compliant systems that haven't been tested.
