Where in Hawaii do the best flowers grow.

I think the best flowers grow on Kauai. But Maui also has beautiful flowers, and so does the leeward side of Oahu. Personally, I think it would be hard to choose a spot in Hawaii that has the best flowers. They are all beautiful, even the simplest of them.
